UKATA
Non-Licensed Operative
UKATA Non-Licensed Asbestos training equips workers and supervisors with the knowledge and practical skills to safely handle non-licensable asbestos-containing materials (ACMs). Mandated by the Control of Asbestos Regulations 2012, this training is essential for tradespeople like plumbers, electricians, and demolition workers who may unknowingly disturb asbestos during routine maintenance.
Who needs the training?
Under UK law, any employer must train employees and supervisors who are liable to be exposed to asbestos. This applies to a wide variety of roles, including but not limited to:
- Demolition and construction workers
- Electricians, plumbers, and gas engineers
- Painters, decorators, joiners, and plasterers
- Telecoms and alarm installers
- Building surveyors and maintenance operatives
Scope of work covered
Non-licensed work usually involves tasks with a lower risk of asbestos fibre release, often split into straightforward non-licensed work and Notifiable Non-Licensed Work (NNLW). Permitted tasks include:
- Drilling holes through textured coatings and Asbestos Insulating Board (AIB)
- Removing small panels of AIB or asbestos cement-based products
- Removing asbestos-containing gaskets, ropes, or thermoplastic floor tiles
- Minor repair and upkeep of equipment containing ACMs
Course requirements and structure
- Prerequisite: Before attending, you must have successfully completed a standard UKATA Asbestos Awareness course within the preceding 6 months.
- Duration: Courses run for a minimum of 6 hours, which includes 2.5 hours of hands-on practical training.
- Practical Training: The syllabus includes hands-on experience using Personal Protective Equipment (PPE), Respiratory Protective Equipment (RPE), safe drilling, enclosure setups, and personal decontamination.
- Certification: Participants receive a certification valid for 12 months. An annual refresher is highly recommended based on a formal Training Needs Analysis.
